WHAT IS A DUST OIL PERMIT?
It is a permit that allows a property owner/resident to place a registered dust oil palliative treatment on a traveled roadway of Stevens County.
 
WHO ASKS FOR A DUST OIL PERMIT?
Typically a property owner/resident who desires to reduce the amount of traffic generated dust along a section of County road that runs adjacent to their property.
 
WHO DECIDES IF A DUST OIL PERMIT IS TO BE ISSUED?
The area foreman, with direction from County Engineer, will issue a Dust Oil Permit if all of the criteria have been met.
WHAT IS THE CRITERIA FOR A DUST OIL PERMIT?
The dust oil must be a registered dust oil palliative treatment. The property owner/resident/Contractor must insure that the dust palliative will be applied in a manner that protects the motoring public from vehicle damage. The work must be done a manner that does not unduly obstruct the traveled way. 
ANYTHING ELSE THAT I SHOULD BE AWARE OF?
When signing the application the property owner/resident accepts any legal liability or responsibilities, which may result due to the application. All dust oil treatment under this permit shall be considered temporary. Stevens County will make every effort to protect those sections of roadway where dust oil has been applied, by grading only that portion which is necessary to maintain the road in a reasonable condition during the summer months. However, each treated roadway section will be scarified and graded smooth each Fall by the County during normal maintenance operations. If in the opinion of the County Engineer, an excess amount of dust oil palliative has been applied, the County Engineer shall direct his crew to apply a layer of crushed rock to alleviate the condition, at the expense of the property owner/resident.
 
HOW LONG DOES IT TAKE TO PROCESS A DUST OIL PERMIT?
The process can take up to two weeks.
 
HOW MUCH DOES IT COST?
There is no cost associated with this permit.
